    继国家层面的顶层设计发布之后，广州市也公布了《广州市数字经济促进条例》(以下简称《条例》)《条例》将于2022年6月1日实施，这是国内首部城市数字经济地方性法规。
    在全球经济智能时代的背景下，将人工智能作为优先发展产业能够有效带动经济发展。据统计“人工智能”在《条例》中出现17次。
    广州市为何如此重视AI产业发展？原因有以下几点：全国范围来看，广州在人工智能方面具有相对优势，但近年来与其它城市差距不断缩小；从人工智能专申请数量上看，2008-2021年间，广州市人工智能利申请7430项，同期北京市、上海市、深圳市分别为32231项、12155项、32438项。在一线城市中，广州的人工智能发展处于比较劣势地位。
    人工智能目前已经渗透到经济生产活动的主要环节。在企业设计、生产、管理、营销、销售多个环节中不难发现人工智能的身影。随着“十四五”规划政策落地，政务线上化、数字化、智能化成为必然趋势。如此看来，广州市高度重视人工智能发展也是顺应了时代潮流。
